In its last 35 years up to the coming into force of the Municipal Reform Act of 1835, the Old Council of Oxford consisted of about a hundred people at any one time. They worked their way upwards through the following positions:

• Common Council: The Freemen elected 24 council members from their own group. This number was strictly observed, with new members being elected immediately when common councillors were promoted or died
• Senior and Junior Chamberlain: The Freemen elected two men already on the common council to serve for just one council year as Senior and Junior Chamberlain (so named according to their length of service)
• Chamberlains: Councillors automatically joined this superior group immediately after serving their one-year office as Senior/Junior Chamberlain, and it was also possible to buy a Chamberlain’s place without having thus served, so there was no set number. There were usually about 30 or 40 of these ex-Chamberlains at any one time
• Senior and Junior Bailiff: The Freemen elected two men from among the Chamberlains to serve for just one council year as Senior and Junior Bailiff (so named according to their length of service)
• Bailiffs: Councillors automatically joined this group immediately after serving their one-year office as Senior/Junior Bailiff, so there was no set number. The Recorder (and later also a Deputy Recorder), the Town Clerk, the City Solicitor, and later the Coroner and the Macebearer were included with the Bailiffs. In addition a handful of persons of distinction (recognizable in the lists below by titles ranging from Esquire to Duke) were awarded a Bailiff’s place, including six Members of Parliament. The total number of Bailiffs at any one time was usually around 40
• Mayor’s Assistants: The Council elected eight men from those who had passed through all the above offices, and new Assistants were elected as vacancies arose
• Mayor: The Freemen elected the Mayor for each new council year from the Assistants: he was described as “Mr” before the time of his first election to this position and “Esquire” afterwards
• Aldermen: The Freemen elected four Aldermen who had to have served as Assistants, and new Aldermen were elected when vacancies arose

Listed below are the 224 men who served on the council between October 1801 and December 1805. Many had been on the council for some years before 1801 and had even served as Mayor, and others were elected as ward councillors of the new council which began in January 1836.

The New Council of 1836

Thirty councillors were elected in December 1834, six for each of the five wards covering Oxford
Ten new Aldermen were also elected, five for six years and five for three years.

Nineteen old councillors returned

Nineteen of the above councillors who had served on the Old Council to December 1835 were elected on to the New Council of 1836:

• Jonathan Samuel Browning (North Ward). Also elected Alderman for three years
• William Henry Butler (West Ward). Also elected Alderman for six years, and Mayor from 1 January 1836

• Richard Dry (East Ward)
• George Dennis Dudley (Central Ward)
• Thomas Ensworth (North Ward). Also elected Alderman for three years
• William Fisher (West Ward)
• William Joy (Central Ward)
• Thomas Mallam (Central Ward). Also elected Alderman for six years
• John Parsons II (South Ward). Also elected Alderman for three years
• Charles Pilcher (West Ward)
• Charles James Sadler (South Ward). Also elected Alderman for six years
• Thomas Sheard (Central Ward): Also elected Sheriff of Oxford from 1 January 1836
